Pfanz explains the detailed history of the Fredericksburg National Cemetery including how it was founded, the cemeteries that preceded it, the battlefields where soldiers were killed, how the dead were located, the re-interment process, how the War Department managed and staffed it, and the eligibility of those who can be buried there.  He also explains the differences in governmental grave markers, how private markers were allowed, and something about the monuments.
